Key people

The Commission consists of a Chair; a Commissioner; and Non-Executive and Executive Directors. Their role will be to take forward the strategic aims of the Commission.

Dame Janet Paraskeva

Chair

Janet was the Law Society’s Chief Executive from 2000 to 2006. She was previously Director for England of the National Lottery Charities Board. Earlier appointments included Chief Executive of the National Youth Agency, HM Inspector of Schools and 1st Civil Service Commissioner.

Noel Shanahan

Commissioner

Noel Shanahan joined the Commission in May 2011 from the Department for Transport. He previously held the role of Chief Executive of the Driver and Vehicle Licensing Agency (DVLA) then took a secondment as the Director of Organisational Change at the Head Office of the Department for Transport. Noel has experience of leading and implementing change programmes in both public and private sector organisations, namely Virgin Media and Cable and Wireless.
